Lay all competitors in racing at 2.0 or below

Can you kindly confirm that my set up is correct for the following strategy:
1. look for any horse/greyhound/car/cycle race that is within 3 minutes from commencing.
2. lay every competitor in any qualifying race (as in point 1.) at odds of 2.0 (or better if available) - this laying is to occur regardless of what current lay odds are available; just lay them all at 2.0 (or below if available at the -3 minute mark).
3. any lays that get matched before the off (or at -5 seconds to be safe? - not sure if that is a needed criteria as I think Betfair cancels unmatched bets before the off automatically unless you chose some 'market best' option) will go live (obviously) and all others lapse/are cancelled (stakes are returned for use in next bets).
4. the capital to use is $50 AUD (account currency) and only use 1% of capital per stake (i.e. capital/100).
5. up to 100 competitors can be backed at any one time to ensure large races (like cycling) can all be covered (maybe not the best approach and may cut out cycling for this reason) - only one race/market at a time.
6. once the particular race is in play, all non-matched stakes are returned and will be used for the next race - here I would like the bot to commence search for next market immediately and not wait for current market (that has any matched bets) to end - is this doable?
